HS codes
Packaging exports fall under HS chapters 39, 48, 76. Classify precisely — the first six digits are international, the rest are India's ITC-HS extension. Your HS code drives duty, FTA eligibility and the paperwork the buyer's customs will expect.
Export requirements & certifications
- IEC and RCMC from the export promotion council relevant to your packaging material (plastics fall under PLEXCONCIL; other materials have their own council).
- Food-contact compliance where the packaging touches food (EU Regulation 10/2011 for plastics, US FDA 21 CFR) — required by most food and beverage buyers.
- Migration and material-safety test reports; buyer-specified barrier, strength and print-quality testing.
- For plastics: check the destination's single-use-plastics restrictions, which vary widely and change often.
Requirements change and are buyer- and destination-specific — confirm the current rules with your export promotion council and the buyer before you ship.
Documentation
Every packaging shipment needs the core set: commercial invoice, packing list, shipping bill, bill of lading or airway bill, certificate of origin (preferential where an FTA applies), and the category-specific certificates above.
