HS codes
Paper exports fall under HS chapter 48. Classify precisely — the first six digits are international, the rest are India's ITC-HS extension. Your HS code drives duty, FTA eligibility and the paperwork the buyer's customs will expect.
Export requirements & certifications
- IEC and RCMC from the export promotion council that covers your specific paper product category.
- FSC or PEFC chain-of-custody certification is increasingly asked for by EU and US buyers sourcing from managed forests.
- Food-contact compliance (EU 10/2011, US FDA rules) for paper used in food packaging.
- Buyer-specified GSM, brightness and moisture testing; mill test certificates.
Requirements change and are buyer- and destination-specific — confirm the current rules with your export promotion council and the buyer before you ship.
Documentation
Every paper shipment needs the core set: commercial invoice, packing list, shipping bill, bill of lading or airway bill, certificate of origin (preferential where an FTA applies), and the category-specific certificates above. See the full export documentation checklist and the paper export guide.
Finding buyers
The reliable method: identify companies that already import paper in your target market from customs data, reach the named procurement contact, and open on the trade signal — not a generic pitch. EximHub does that end to end. Read how to find paper buyers, how to find export buyers or how customs trade data works.
